You posted this question a couple weeks ago, but since no-one else
responded I'll give a try.

As far as I know, there isn't anything off-the-self that does it all. Most
people end up building a lot of this stuff themselves. Or modifying
available equipment.

TE Technology (www.tetech.com) sells an instrument that can measure ZT on
samples and devices. I think it is pretty much limited to near room
temperature, but I'm not sure.

MMR Technologies sells a Seebeck apparatus.

Quantum Design http//www.quandsn.com/ sells a range of instruments for
measurements of all kinds. Some or their stuff is pretty popular, because
it can easily be modified to do the things you'll want to do.

I should say, I have no first-hand experience with any of these products.
And I'm not endorsing them.

Anyone with first hand experience - speak up!

BTW, since you are at UC Davis you should go talk to Peter Klavins or
Robert Shelton (if you can find him in) in the Physics department. If
memory serves, they have some Quantum Design stuff around.
